Creating Custom Progressive Bar

Hi , I’ve stuck a while up here to create a progressive bar as below. I’d a look on Circular Progressive bars to create the graph as below but failed to do so. The graph suppose say wants to indicate 60 degree.The rectangles below 60 degree will appear darker and the rectangle (aligned circular) will appear faint (kind of gradient effect).
